cuda 11 is out. It's technically an rc but nvidia is kinda so-so about rc hygiene.

Important things to note:
- compute_80 and sm_80 have been added so add those targets if applicable.
- sm_30 and sm_32 have been dropped so remove those from your targets.
- sm_52 is now the default target.
- Now officially uses gcc 9 as its main compiler.

Rebuilds go to testing and will stay there for a good long while.
